I can't much say about the 180c's screen problem, but I posted this to the
list a few months ago in response to a similar problem someone had powering
up:

This reminds me, too, that there's another, separate issue with the color
1xx PBs (the 165c/180c). They need a 24 watt adaptor, to start up with their
color screens. If you use an earlier adaptor, you can start up with a
charged batt in, but not just the adaptor. (I discovered this with my 165c
and a M5651 adaptor, which came, I believe, with the grayscale PB 1xx's.) To
quote the troubleshooting section of Apple's repair manual:

Power
Computer won't start
with battery removed
or with depleted
battery
1 Make sure AC adapter is 24-watt.
2 Make sure battery is charged.
3 Replace AC adapter.

The 180c powers on,
then powers off when
screen lights up
1 Make sure AC adapter is 24-watt. ("24W" should be
imprinted on the adapter. Or, check the model number, which
should be M5652). If it's not a 24-watt adapter, replace it
