10.3 runs perfectly on a WS I or II, using Xpostfacto as a bootstrap.

The installation is a little counter-intuitive, but it does go on, and
Panther (10.3.9 ?) has been rock solid.

You cannot do the install from the Panther CD-ROM, rather you must boot
into 9 (9.2.2 is best), then download Xpostfacto, then launch Xpostfacto,
then select "Install from CD", and then the process will begin.

After installation, a WS boots Panther natively. Or, what appears to be
natively.

If it should fall back to 9, then simply launch Xpostfacto and select
reboot with X.

This has happened only once in hundreds of boots on my WS II/266
(upgraded from a 233).
