Take a cotton ball and carefully clean the OPC drum (OPC = organic
photo-conductive) using the toner itself as a cleaner and lubricant.

Then try three to five pages.

If there is no improvement, the most probable failure is the so-called
cleaning blade, and fixing this requires that the cartridge be
disassembled.


I have some old toner so I took one of them apart: is the so-called" blade actually a rubber cylinder (less than 1/2" diameter)?
