No this isn't normal, and, yes, it could be a sign the drive is dying. Make sure you have a backup of your stuff.

Some drives are simply noisier than others but if this is something that has developed recently, that's not good.

Make sure your sonic environment hasn't changed and you're simply hearing it for the first time, too. That happened to use here when we retired a particularly noisy server. all of a sudden we were hearing all sorts of 'new' noises.
