yes, it will either work or not without damage to either component

It says >"7200/120 ONLY DOS OK" which may refer to the DOS series
of 7200 computers (75/90/120) of which the only one which can use that
cache is the 7200/120 DOS.
The lower speed 7200's have a EDO ram restriction and this may have
something to do with the warning.

The 8200 is indeed a rare bird, being a tower version of the 7200
sold only in Europe

The cache dimm from the PowerTower MAY work in the 7300~8600(pre kansas) Macs,
 however PowerComputing used 3.3v cache in some models of the PT and PCP
which will
not work.

OTOH the 'dead' PowerTower may spring to life upon removal of the cache dimm!!

Not enough to warrant the extra cost of the 512k dimm at the time.
The 1MB cache dimm DID make a substantial difference, however.
