Hmm. I've never had a problem installing 9.1 from scratch on my PowerWave. I do
run it through an ATTO SCSI card (which believe it or not seems to allow better
stability with USB devices as well). When I bought the machine, it had a 9.1/8.6
dual partitition. 

1. Get 8.6 and upgrade it to 9.1. That might work.
2. If you can wait a few more days, Os9forever.com will have a good installer
you can use (actually they're in beta right now so if you're desperate...)

Maybe it's just the PTP that is detected as being unupgradable, or something the
previous owner did to the Wave?
