Try reseating all dimms and run Ramometer (newertech?) while booting 
with extensions off.  If its not memory, you may be having some old 
extension conflicts.  Try a clean install.  I would try to get away 
from virtual memory if possible (if your processor is not upgraded, 
your drive is probably slow as well).  Ram is pretty cheap, get some 
64Mb dimms in those slots.   Just to let you know about slow, I have 
successfully run OSX on a 120Mhz 604 with 32Mb of ram.  It is quite 
slow, but it still works.
