FIRST : What OS 9 disk are you using? If its for an iMac ... that's your problem. Read no further. Like the Performas and Quadras (they were a breed apart.) its s/w is different.
There were several glitches meinself encountered with OS 9.0.4 .... OS 9.1 is a vast improvement but both had some conflict with older apps. Many trouble shooting hours later, my OS 9.1 works like a charm. In My Not So Humble Opinion (IMNSHO) It (OS 9.1) is the best Mac OS to Date. I've OS X on my eMac ... and though it may be "Cockpit Trouble" ... this old Fart hasn't been this frustrated since the time he was using "D Base II" on a K-Pro. How much RAM do you have? Have you tried booting with extensions off? What's in the PCI Slots? The drivers may need to be updated. You didn't mention your previous OS .... There may be some defunct extensions still lingering about causing problems. I've forgotten how many upgrades that were necessary on mine, but it was a bunch. Do have Conflict Catcher 8 ? If so disable. Extensions until it will boot up. Configure it to get on the net. Then open S/W upgrade and start upgrading. Try booting up with Norton Utilities, Disk Warrior or Tech Tool Pro. My advantage was I'd the latest versions, at the time, of those plus Spring Cleaning. and Conflict Catcher 8.
