A GedCom file is ALWAYS simple ascii text. They always have a suffix of GED
on the end of the file to let the PeeCee know what kind of file it is, but
it is still a straight text file.

The problem has nothing to do with the file, but rather with the CD-Rom
compression technique used by the PeeCee that burned it. If your neighbor
can open the CD, simply copy the file that ends in GED onto a floppy (or CD
if it is too big) and you are set to go. You don't need to convert the file
at all, it is text and your genealogy program will import it just fine.
GedCom is a standard file format developed by the Church of Jesus Christ of
Latter Day Saints (Mormons). It was so widely used by the time Genealogy
became popular that it became the standard, but not necessarily the best,
format.

I am assuming that you can normally mount and read PC formatted CDs and
that you are using your PC exchange ( I think that's the name?) extension
to do that.
