Hey John. I've got the solution. I've got a PowerTower Pro 225. It's not mine actually, I'm working on it for a non-profit. Anyway, after much talented searching on google, I found the answer. There is an apple utility for formatting/partitioning SCSI drives. There is also a utility called pdisk. Both of these I used when upgrading to Mac OS 9.1.
I also have a StarMax 5000/225, a 603ev 225 mhz based computer. It has an ATA/IDE hard drive subsystem, with SCSI in addition. I took the stock 2 gig drive out of the PowerTower Pro 225, and put it in the StarMax's SCSI system. This way I could boot from the StarMax and edit the partition table independently from the IBM Ultra something or other DFHS- drive that's in the PowerTower. I used PDISK which is a command line utility, that runs in Mac OS Classic, to completely wipe out the information on the SCSI drive. It's a very powerfull tool. Now, with my new blank SCSI drive (no FWT drivers, nothing), I used ResEdit 2.1.3 available from versiontracker, to open Apple HD SC Setup 7.3.5. The last item (I'm sorry, I'm not familiar with hex editing) is wfwr. Open it up and change the value FF to 00 or 00 to FF (anyway, it's the opposite). That will allow you to use the Apple HD SC Setup 7.3.5 on *any* scsi HD's. Drive Setup doesn't work on any SCSI HD's, I believe. The author of the article (where I got this information) surmises Apple didn't want to have to deal with supporting a bunch of third-party SCSI hard drives and *possible* strange errors (non-apple HW). I left out some steps, that are self-explanatory, and if you do a search on google you should be able to find the article. While the people on the list that said you could skip installing the updated apple HD drivers, I feel were right, I personnaly feel a lot better getting rid of third party SW that is obsolete. The newer mac OS (I run 9.1) doesn't have any problem booting off or accessing the SCSI disk with the Apple SW. FWT wants $$$ for the upgrade to 4.5 to be able to access/repartition the original SCSI drive, and I don't know where the original disks are anyway. Much luck!
