My first doubt was the lower air flow, but at 20dB(A) it is 10 to 15 times quieter. I have a PCP 210 that was used as a server and has many hours on it. Sounds like a Model T Ford with a loose fan blade ... It has to be about 38 dB(A). The Fan bearings must be shot, aka, no oil, pitted and loose.
