You can match missing subjects using a SpamSieve blocklist rule.  
Leaving the field blank will match a subject that's present but  
empty. To match a missing subject, enter "<SpamSieve-Unknown-Subject>".

I would suggest creating these kind of manual rules using SpamSieve's  
blocklist rather than PowerMail rules. Then:

*   From the hit count, you'll be able to see which rules are having  
an effect.
*   If a rule puts a good message in the spam folder, you'll be able  
to see which one was responsible.
*   When you mark the mail as good, the offending rule will  
automatically be disabled.
