I have had this issue for a very long time, from 10.3.6 on till today using at the moment 10.4.2. On average it happens about twice a month. So while annoying not urgent enough to push any OS update. I only update my system when I know I have at least one week ahead where I am at home (not traveling) and have access to resources should I need them for addressing issues with a new OS version. If I am right with my assumptions, my problem is solved sufficiently well, killing ATSServer once in a while is easy.
