I have had this issue for a very long time, from 10.3.6 on till today
using at the moment 10.4.2. On average it happens about twice a month.
So while annoying not urgent enough to push any OS update.

I only update my system when I know I have at least one week ahead where
I am at home (not traveling) and have access to resources should I need
them for addressing issues with a new OS version. I skip every second or
so update, but I'll probably update to 10.4.5 very soon.

If I am right with my assumptions, my problem is solved sufficiently
well, killing ATSServer once in a while is easy. I reported this anyway
as it may help CTMdev (or others) to track down issues they are having
as well.

No I won't unless I can be sure that it would help (I'll have to wait
until it occurs the next time to verify that) - not having any issues
elsewhere.
