Thank you, I did repair permissions, but, it did not make any difference.

I also replaced my PowerMail application with a new copy, hoping this
would help, but the same results.

When I click on a Spam message in my Inbox, and choose Mark as Spam,
SpamSieve does launch, and move that message to the Spam box.  However,
it does not perform any additional function on incoming email to mark
them as spam (raise their alert level) or to move them to the Spam box.
