I occasionally receive e-mail in the Simple Chinese character set. When I
view the full headers, I can see that the Subject: header when rendered
in ASCII begins 

  =?GB2312? 

I would like to construct a filter that detects this situation. However,
PowerMail's filters are applied to the Simple Chinese rendition of the
subject, so looking for this string doesn't work, because it has been
stripped off while rendering the text in Simple Chinese. 

My workaround has been to search for the string

  charset="GB2312"

on any header, and this catches the messages that include that
information in the Content-Type: header. But many don't, and I'd like my
filter to do better. 

Has anyone had any success constructing a filter to do this? Is there
something I can do with "matches the search pattern" on the Subject:
header? I'm using PowerMail 5.1 on MacOS X 10.3.7.
