I get the same result running PM 4.21 on 10.3.4 but with me Photoshop files won't open though jpegs will open in Preview (an Apple image viewing app for OSX) though Photoshop itself does open. Files in some apps open and others don't though I haven't made a record of which ones. Checked again and pds and Word files open OK.
