Yes. If you have a tool that will decode base64 files, you could use it
to decode that particular file. One such tool I used for years was
UUencode. There are a bunch of others now, I think StuffIt Expander will
also decode these types of files for you. However, it sounds like the
file was already decoded, it simply kept two (or in this case 3)  copies
of the file; the encoded version and the decoded version.
