Well, believe it or not, the settings are in the application Mail and the
application Safari. If you upgraded over an old 10, as I did, you may still
have network settings in your System Preferences, although it is harder to
find; if you did a new install they are not there except by way of a third
party application.

Some of us consider this a bug, and I believe Wayne filed a bug report for it.
