Perhaps the server is hiding behind a firewall and the IP address given
is only valid on the inside?  Network address translation (NAT) is a
common enough scenario and your company might be using such a scheme.  If
that is so, then yes, they will have to somehow "announce" the presence
of the server.  I'm not an expert with such setups but their router /
firewall / gateway has to be configured to allow this info to propagate.
