I think that it has more to do with OSX and it's preference for file name extensions than Powermail. I believe that Powermail uses file-mapping prefs from the system to determine what sort of file it is. Then it decides if the file would be corrupted if the resource fork were ignored. If it thinks that the file will be damaged be removing the resource fork, it will force AppleDouble encoding to preserve the resource fork. At least that is my (rough) understanding of things. I assume that PM didn't know what sort of file you were attaching and therefore was reluctant to destroy the resource fork.
