I did not notice this problem with PowerMail until I went to England last
February and had to use a dial-up connection. I would start to send some
messages and they would not go (normally from my mac.com address, but
dialing into Earthlink). I needed to quit PowerMail, restart with the
option-Apple key and purge the outgoing mail queue. Then find the drafts
and send one, by one. 

Since I came home and went back to my broadband connection, the problem
did not occur. Tonight it is back with a vengeance. One of my accounts
has a mail server that is down, but everything else is impacted as well.
The one email waiting to go from the impacted account stops any another
email from going unless I quit PowerMail and purge the queue on restart.
Once that email is sent, I cannot send another without quitting PowerMail
and restarting with the option-Apple key and selecting purge outgoing mail.
