For what it's worth, I've been reading about Full Keyboard Access on
MacFixIt recently. Apparently, if that feature is enabled, and if you are
also password protecting your computer such that a password is required
to access it after the computer wakes from sleep, anybody who has access
to your computer will be able to operate it and do everything that can be
done with the keyboard. In other words, apparently Full Keyboard Access
lets you, for example, get into the Apple Menu, Recent Items list, select
an application or document, and continue doing whatever the keyboard can
do. If your computer is fully unsecured, this doesn't matter, but if you
try to maintain the security features offered by OS X, Full Keyboard
Access sounds like something to forego. I don't use it and haven't tried
it, but this is essentially what I've been reading, especially on MacFixIt.
