Well, just as I said, I'm in an app (except PM), I press <ctrl>M, and the Apple icon is highlit. From there, using the arrow keys, I can go to each of the menus, pull down items, select, et cetera. First, you have to enable it from System Preferences > Keyboard > Full Keyboard Access. Now that that I do that, I see that it says <ctrl><function>M for the Menu, but it doesn't work that way on my PowerBook. All I do is <ctrl>M. It's very handy.
