I'm pretty sure PowerMail 3 in demomode works like this, so it must have
changed recently. I fail see any good reasons for this. I'm "demoing" PM
3 now with a real license and thinking about upgrading. But I have had
serious problems migrating from Emailer 2.0v3, because I've deleted an
account in Emailer, which mail I still need to move. Because of this, the
Export - Eudora script I use - which I think is the best option for
migration, much better than using OE 4.5 even though you have to do it
one folder at a time "by hand" - does break on outgoing messages for that
account. I'm going to recreate the account from a backup if I can, though
I'm not sure it's doable in any useful way.

And with this scripted Eudora mailbox solution I still have erroneous
subjectlines if they contain extended ASCII with ISO-8859-1 char sets
embedded.

I tried the OE 4.5 route also, as that was recommended for Emaile users
but somewhere in the way OE4.5->PM 3 or OE4.5->OE5.02->Entourage2001->PM
3 charset settings refused to work out for me and CTM have so far ignored
any questions on how to do a proper migration under the circumstance that
Eudora formatted exports is unusable. They do suggest that OE 4.5 should
be a viable path and the messages do import, but with the wrong char set
used. What is the problem? Why can't CTM speak openly about it. Keeping
quiet won't make problems go away.

I talked about this in my recent post "charset="x-user-defined"? ", that
so far have been ignored by both this list and CTM support. I'm not sure
what to make of that.
