Check all these settings.

Set your default account information in the internet preference pane
under email, including PowerMail as the email program. Make sure you have
everything entered including servers, user names, and passwords.

Use the "use default settings" checkbox on your default account for
outgoing email in PowerMail.
Incoming and outgoing servers and passwords should all be greyed out and
set from the internet preferences.

AND

Set the account using the "use default settings" checked as the default
account for new messages in Setup, Mail Schedulings and Locations,
Locations tab.

Mine works fine with these settings.
