For completeness' sake, I just ran Repair Permissions on the disk and volume - very little needed to be repaired, and it is now. And yet, the problem is still there.
FWIW, I'd think that if that or the app reinstall were fixes, then all accounts would not send, not just 1 out of 14 accounts - no?
