Perhaps this is what is happening

PowerMail decides to get mail
You decide to quit while it is getting mail
PowerMail puts up a dialog warning you
PowerMail finishes getting mail
PowerMail closes the dialog for you, and then quits

This is the behavior I have seen (I don't use IMAP), and it seems
consistent and useful to me, and exactly what I want PM to do.
