Palo Verde provides the following response with regards to 50.54(q) evaluations 
for dose assessment software changes:


The last time we revised the software was when we implemented the NEI 99-01 
Revision 5 EALs. The 50.54(q) evaluation covered the EALs and all the related 
changes.

When we switched to the new Raddose software in 2007 there were two 50.54(q) 
reviews, one for the dose assessment procedure change and one for the Emergency 
Plan change.
