Palo Verde provides the following response: Palo Verde does not have a lower contamination instrument sensitivity requirement for surveys being performed outside of the Restricted Area; however, we do have a requirement for radiation surveys in these areas, i.e., dose rate no more than 0.05 mrem/hr (50 uR/hr) deep-dose equivalent to ensure that the annual external doses in the owner controlled area are kept well below the public limit of 100 mrem.

IF the survey is being performed in an area outside of the Restricted Area, THEN smears shall be analyzed on an instrument that can attain an MDA of less than or equal to 100 dpm.
