Palo Verde provides the following response:

Palo Verde used DOE PNL-5278/UC-41 Effects of Particle Size and Velocity on 
Burial Depth of Airborne Particles in Glass Fiber Filters (D.P. Higby, November 
1984) since the particle sizes used in this study most closely resembled those 
measured at PVNGS (~0.66 um, 1.72 um, and 3.07 um).  These figures were 
obtained from an SAIC Report performed at Palo Verde (PASS Sample Line 
Particulate Loss Measurement) during start-up in 1985.

The Higby / DOE study showed losses of approximately 15% due to burial in the 
filter matrix and recommends that you assume a 10-15% loss due to uncertainty 
in reference to particle size and sampling velocity. Therefore, we use a 
"Filter Transmission Factor" of 15% to adjust the calculated efficiency of our 
SAC-4 alpha counter scalar to correct for counting losses due to burial in the 
glass-fiber filter.
