Columbia Generating Station is seeking the following information. Private 
e-mails gladly accepted.

Do you define or describe what is considered "accessible" when determining 
whether or not an area or component should be posted and controlled as a Locked 
High Radiation Area?
Can you provide examples of what you consider inaccessible?

These questions are directed towards the criteria or process that you use to 
determine if a person could gain access to general area dose rates >1,000 
mrem/hr.

Here is the current definition at Columbia Generating Station:

"Accessible area - An area that can reasonably be occupied by any portion of an 
individual's whole body. For high radiation areas, open ports in vessels and 
similar structures within which high radiation fields exist and into which a 
person may insert an arm, are also considered accessible. An accessible area 
includes, but is not limited to, areas from floor level up to approximately six 
feet and overhead areas made accessible by installed platforms, scaffolding, 
ladders, etc. This does not include overhead areas that require climbing on 
plant structures or performing an unsafe act."
