Fort Calhoun does not use hydro-nuts at this time

In  INPO IER L2  on  "Inadequate Radiation Exposure Performance" , they include 
the question:

Assess the use of hydro-nuts on large components; much easier to remove.

Does anyone know what these are ?

Is anyone using them, if so what application ?
