At Palo Verde whomever the responsible software owner is required to follow the plant SQA and corporate IS procedures for ownership and maintaining SQA documentation. Sometimes when we have an application developed by our IS department, the IS developer usually performs the documentation for the owner. But ultimately the owner is responsible for all. RP has a team supported by IS that develops, implements and maintains all of the departments applications and databases. You can contact me for additional information.
