Our utility has spent more in the past few years since we became deregulated 
because it's the right thing to do.  It's our job to be smarter about how to 
allocate precious resources.

Some of our more effective investments have been made in source term reduction. 
 We all are working about as fast as you can and have installed as much lead as 
possible, so reducing the dose rates is the third option.  Not all source term 
reduction actions come as a result of spending money, but a better 
understanding of managing the chemistry of the unit.

None of us have all the answers, but sitting back and hoping the source term 
would get better wasn't one of the options in our decision making process.  
Outside of not reducing exposure, sitting back and not being engaged in 
continuous improvement is a quick way to slip from an INPO 1 to a 2 and that 
option is not supposed to exist in our business.

All,

Are there any plants that have basically eliminated dose reduction from their 
station engineering programs for modifications.  We have been told that some 
de-regulated plants have decided that the emphasis due to budgets is on repairs 
and that dose reduction when calculating dose vs dollar does not meet a high 
enough threshold.  Any comments.
