Palo Verde has used VSDS since 2009. Prior to VSDS we used another electronic 
survey program and combined paper surveys with a printed copy of the electronic 
survey. These were all turned over as a hard copy. We typically do not use 
paper surveys any more. In special cases we will have a paper document that 
needs to be included we scan and attach them to a VSDS electronic survey and 
processed through the system, these instances are very rare. All surveys are 
turned over electronically. During outages all contract technicians are given a 
short hands-on class on how to use VSDS and expectations for documentation. For 
the outage unit we setup additional computers in various areas for technicians 
to complete their survey documentation and logbook entries. All contractors 
have a network account and email. I have VSDS setup so that if a survey needs 
to be corrected, comments will be feed back to the technician via email. The 
biggest problem is having supervision time to review surveys. We will have RP 
Training staff tasked with perform reviews during outages.

TMI has an electronic survey program (VSDS) however we struggle during outages. 
 How do you ensure all surveys are performed electronically and folks don't 
revert back to paper?  Who is using VSDS as their electronic survey program?
