I'm from Susquehanna, and have been assigned to do an informal benchmark of our 
monitoring requirements for personal items leaving the RCA.  Kind of a long 
email, but I attached our procedure guidance on what our radworkers should be 
doing.  If anyone has a little bit of time, would some of you mind giving it a 
quick glance and let me know if anything seems grossly different than what the 
rest of the industry does?  Would be greatly appreciated!

1.1          (Plant Personnel) Personal Items and Requirements for Monitoring 
Personal Items at Egress Points [C-14]

1.1.1            RP SHOULD either STAFF the Unit 1, Unit 2, and Control 
Structure RCA egress points or CLOSE the RCA egress point(s) when not staffed.
a.            RP Supervision MAY permit certain individuals to use the Control 
Structure RCA egress without RP being present.
(1)          These individuals SHALL be clearly identified as having received 
this permission (e.g., identifying badge worn on lanyard).
1.1.2            Individuals who violate station contamination control 
practices SHALL be denied access to the RCA until they have been interviewed by 
the RPM.
a.            The RPM MAY require violators to undergo remedial training before 
granting them RCA access.
1.1.3            TOOLS are NOT considered personal items and SHALL be monitored 
by RP PER HP-TP-602, Free Release Surveys.
1.1.4            RP is NOT responsible for any personal items which cannot be 
free released from the RCA.
a.            Reimbursements will NOT be made for personal items which cannot 
be free released from the RCA.
1.1.5            (ALL Plant Personnel)
a.            The following personal items MAY be monitored by wearing them 
through the PCM / Portal:

*                     Clothing and jewelry.

*                     Hardhat and attached flashlight.

*                     Hearing protection.

*                     Safety glasses.

*                     Lanyard and attached items (no tools).

*                     Security badge.

*                     Personal dosimetry.

*                     Plant keys attached to lanyard or belt.

NOTE

Items that must remain on an individual's person for medical reasons (such as 
an insulin pump) are exempt from the following requirement.

1.1.6            ALL Plant Personnel EXCEPT SECURITY,
a.            All remaining personal items that are:

*                     hand carried

*                     carried in pockets,

*                     attached to clothing

*                     attached to belts

SHALL be placed in a SAM for monitoring.

1.1.7            Examples of personal items that SHALL be placed in a SAM for 
monitoring include (but are not limited to):

Gloves


Flashlights


Pens


Radios


Pagers


Wallets


Work Packages


EMT pouches


Money


Clipboards


Pocket Safety Guides


Keys in pockets


Notebooks


Pamphlets


Calculators


PDAs


Papers


Cell phones


1.1.8            Monitoring requirements for SECURITY SHALL be as  follows:
a.            In addition to the personal items listed in Step 5.11.5, radios, 
rifles, side arms, and ammunition may be worn by Security through the PCM / 
Portal for monitoring.
b.            Gloves, and flashlights SHALL be placed in a SAM for monitoring.
c.            IF Security items that are worn or attached to the belt OR 
uniform are removed and used in the RCA (e.g., handcuffs, pepper spray),

THEN these items SHALL be monitored in a SAM.

d.            Other personal items SHALL be monitored in a SAM (REFER TO Step 
5.11.7).
e.            Items NOT carried or used on a regular daily basis (such as a gas 
mask) SHALL be monitored as directed by RP.
1.1.9            Monitoring requirements for FIRE BRIGADE members SHALL be as 
follows:
a.            In addition to the personal items listed in Step 5.11.5, turnout 
gear for the Fire Brigade may be worn through the PCM / Portal for monitoring 
under the following conditions:
(1)          The Fire Brigade members exiting the RCA SHALL MONITOR twice,

*                     ONCE wearing their turnout gear (including gloves), AND

*                     ONCE NOT wearing their turnout gear.

(a)          The monitoring referenced above SHALL be done under the direction 
of RP.
