At DC Cook,
During on-line periods, TLDs are normally issued on Days by 2.5 personnel (two, 
full-time & one, part-time workers).
During emergent needs, one of these three are called in after hours or on 
weekends.
For RAM shipments, we have the driver get his (visitor) TLD on Day Shift and 
return when needed to load/move his truck.

As a visitor, we still have the worker attest to  lifetime dose, waive their 
training, perform a GEM-5 portal monitor scan followed by a WBC then issue a 
TLD.
Visitor and his radworker-qualified escort are briefed by RP on a specific 
Visitor RWP  which doesn't allow Contamination Area, Airborne Area or greater 
than Radiation Area entries w/o prior RPM approval, which typically won't 
happen.

We do expect to begin qualifying our RP Tech Spec Techs (on-shift ERO workers) 
to issue TLDs off-hours, which is rarely (<10/yr) needed.
