We have our Shift RP Technicians qualified to issue dosimetry. This allows us 
to issue dosimetry whenever required without needing to call in the Dosimetry 
clerk.

For us, the specific case you describe would be pretty rare. Generally, these 
people would show up during the normal work day.

We do have a "Guest Visitor" process for individuals who make RCA entries that 
are incidental in nature. There are restrictions on where  they can go and what 
they can do and they are required to be escorted. There is a form to complete 
and RP Supervision approval is required.
