Kewaunee Power Station (KPS) recently identified Ag-108m in a liquid radwaste 
tank sample that was taken and analyzed prior to discharge.  This radionuclide 
has never been seen before in liquid radwaste batch releases, and there are no 
dose factors for Ag-108m in the plant ODCM or the effluent discharge permit and 
dose projection software (OpenEMS), so the tank discharge is on hold pending 
resolution of this issue and completion of the discharge permit.  There are no 
dose factors for Ag-108m in RG 1.109.  The tank sample was recounted and 
confirmed the identity of the Ag-108m by the presence of its three 
characteristic gamma peaks in the MCA spectrum.  KPS has been shutdown and 
permanently defueled since May of 2013.  The RCS and all supporting systems 
have been vented, drained and abandoned.  The plant is in the process of 
transferring all spent fuel to dry cask storage.

Has anyone else identified Ag-108m in their liquid effluents, and if yes, how 
did you address the dose contribution for Ag-108m in the discharge permit and 
dose projection ?   For example, did you develop RG 1.109 equivalent dose 
factors for Ag-108m, based on ICRP-2 and would be willing to share them with 
us?   Any help or information related to your experiences with Ag-108m would be 
greatly appreciated.
