I can see a smear before an item comes out of a contaminated area, but not necessary for a SAM in a clean area. As evidenced by the low number of hand contamination events, I think your actual performance data would show that it would be a rare occurrence that a clean area item had loose surface contamination. Don't see a driver to smear every time...
