Does anyone have specific procedures to allow the opening of RAM & Contaminated 
Equipment Packages outside to allow for Security Inspections?
Do you require material to inside a building for these inspections?

INPO 05-008 §RP.4-5 appears to make allowances for this: "Appropriate controls 
are used when radioactive material containers are opened in nonradiologically 
(sic) controlled areas for special situations, such as security inspections.
A policy is established that containers holding radioactive materials should 
only be opened in radiologically controlled areas. In situations in which this 
cannot be met, controls are established that require management approval to 
allow inspections outside the RCA. The process includes controls, designated 
locations and expectations to minimize the potential effects of the spread of 
contamination or unplanned dose".

However, outside observers have indicated that this is not standard industry 
practice.
