I don't see why an addendum listing low hazard areas of the plant and allowance for relaxing some of the survey requirements for release would violate the NISP. Step 2.3 reads: "Member utilities are expected to use this standard to enable supplemental workers to transition between nuclear power plants. Compliance with these instructions is expected without additional site requirements or process deviations being imposed that may require additional training or challenge the performance of supplemental workers". Hard to see how allowing for less intrusive surveys for breakers coming from an electrical equipment room would require additional training or challenge performance.

At Comanche Peak, we have a list of non-suspect areas of the plant, in which many of our breakers are contained. Prior to implementation of the NISP, we would only perform a direct frisk/smear of external surfaces of the breaker if it was from a non-suspect area within the RCA. I was hoping to find some clarification on how other facilities are handling the release of breakers especially when considering the item is from a non-suspect area within the RCA.
