The guidance in NISP-RP-007 provides generic guidance for these items and is 
intended for release of these items - using your words - where these is risk.  
The procedure gives you the option of developing a generic release plan per 
attachment 3 for unique situations

NISP-RP-007 states that to release breakers, "The outer housing must be removed 
and accessible internal areas smeared. Pay particular attention to vents, 
housing seams, and oily/greasy areas. Ensure that you check the inside of 
springs (coils) for indirect contamination."  At Comanche Peak, we have a list 
of non-suspect areas of the plant, in which many of our breakers are contained. 
 Prior to implementation of the NISP, we would only perform a direct 
frisk/smear of external surfaces of the breaker if it was from a non-suspect 
area within the RCA.  I was hoping to find some clarification on how other 
facilities are handling the release of breakers especially when considering the 
item is from a non-suspect area within the RCA.
