Brent, there was a similar powernet survey back in late January, 2019. You
might want to contact Dave Raye at DC Cook. He may have additional results
compiled already. I copied the survey questions and contact info for Dave as
follows:
Hello all,
At DC Cook, Radiation Protection technicians have always performed calibrations
on our permanently-installed, plant (Westinghouse & Eberline) Radiation
Monitoring System.
I would appreciate your response to the two questions below:

  1. Who performs the detector calibrations on your installed radiation
monitoring system... RP/HP techs, MTI/I&C techs, others?

  1. If RP/HP DOES NOT perform your installed RMS detector calibrations, is
the department performing the calibrations trained/qualified to handle sources
(or does RP escort/handle the sources for them)?

Thank you,

Dave Raye

As far as Fermi:

  1. Who calibrates and repairs the installed plant process montors (e.g.,
air and liquid monitors)? RP Instruments performs the radioactive source
calibrations, verifying the monitor and recorder readings meet primary cal
parameters. If troubleshooting or repairs are needed I&C would perform the
repairs with RP Instrument and Engineering support. I&C perform recorder and
monitor electronic calibrations.

  1. Who calibrates and repairs the installed plant area radiation monitors?
Same as above.

  1. Who is the designated owner of these monitors (e.g., I&C, RP,
Engineering, Chemistry supervision, other, etc.)? Good question. The plant owns
them, Operations and RP/Chem are the users, Maint/RP calibrate them, Maint.
repair them and Engineering owns the system design.

  1. If you believe you have a good program, could you please provide a
contact name and phone/email? I believe our program is solid regarding
ownership and responsibility's. My only reservation is the ability to acquire
replacement parts for older equipment. We are slowly replacing RMS as our
budget allows.

ownership results in lack of ownership and decrease Operations confidence in
