For corruption to prosper, there have to be both those with the means and 
inclination to corrupt and those who are corruptible; bribes require an 
understanding between those prepared to pay and those prepared to accept them. 
Corruption and bribery increases the cost of doing business. It has a negative 
impact on investment capital in flows, restricts growth, creates mistrust and 
eats into the fabric of society.
