Afghan Minister, 50 to 100 Others Killed=20=20=20=20

KABUL, Afghanistan - Soldiers killed Afghanistan (news - web sites)'s=20
aviation minister in the western city of Herat on Sunday, and hours=20
of heavy factional fighting that followed killed between 50 and 100=20
people, a top commander said.=20

In Kabul, President Hamid Karzai's Cabinet convened an emergency=20
session following Mirwais Sadiq's killing, and ordered extra troops=20
sent from the capital to try to calm the city. Sadiq is the third=20
leading figure of Karzai's government, and the second aviation=20
minister, to be assassinated.=20

Sadiq =97 son of Herat's powerful governor, Ismail Khan =97 was shot in=20
his car in Afghanistan's main western city on Sunday afternoon,=20
presidential spokesman Khaleeq Ahmed said.=20

A top local military commander, Zaher Naib Zada, told The Associated=20
Press his forces had killed Sadiq in a confrontation at Zada's Herat=20
home.=20

Heavy gunbattles broke out between forces loyal to Khan and Zada's=20
soldiers after the killing. Zada said between 50 to 100 total had=20
died on both sides in the first hours of fighting.=20

Aid workers, also reached by telephone, reported gunfire and heavy=20
explosions in Herat and said they had been ordered to stay indoors.=20
U.N. workers scrambled into a bunker at their headquarters.=20

Zada claimed that Sadiq had come to his home to try to relieve him of=20
his command.=20

A police officer, Fahim, reached by telephone at the main police=20
station, gave a different account, saying Sadiq had gone to Zada's=20
residence to ask him about the killing of three civilians by Zada's=20
forces two days earlier.=20

Karzai's defense and interior ministers were preparing to travel to=20
Herat to try to determine the circumstances of the killing, and the=20
battles that followed, Ahmed said.=20

Karzai, who himself escaped a 2002 attempt on his life, said in a=20
brief statement from Kabul that he was "deeply shocked" by the=20
killing and offered condolences to Ismail Khan.=20

Ismail Khan, a former anti-Soviet commander who runs a large private=20
army, has had firm control over Herat since the fall of the Taliban=20
in late 2001.=20

But there have been persistent tensions =97 and occasional factional=20
fighting =97 between his men and those loyal to rival warlords.=20

His son, Sadiq, was widely viewed as his father's representative in=20
Karzai's government.=20

State television reported that Sadiq's father, Khan, had escaped a=20
separate attack unhurt. Ahmed and other officials said there had been=20
no attack on Khan, however.=20

Karzai's first civil aviation minister, Abdul Rahman, was=20
assassinated Feb. 14, 2002, at Kabul's airport, in circumstances that=20
remain unclear.=20

Gunmen shot and killed Vice President Abdul Qadir in the capital on=20
July 6, 2002.=20

Both of those killings remain unsolved.=20

Karzai has been constantly shadowed by Afghan and American bodyguards=20
armed with automatic weapons since a September 2002 assassination=20
attempt in the southern city of Kandahar. Three people, including the=20
gunman, died in that attack.=20
