Tapi setelah mengikuti trend bahasa yg dipakai media2 asing belakangan
ini, termasuk artikel berikut dari kantor berita Associated Press,
semakin besar kemungkinan benar dari pendapat Holy Uncle tersebut.
Sebagai rakyat kecil yg tidak punya kuasa apa2, saya hanya bisa berdoa
semoga pendapat kedua Holy Uncle diatas tidak menjadi kenyataan,
sehingga tidak ada satupun wilayah dari Aceh atau bagian manapun dari
wilayah kedaulatan NKRI yg harus menggantikan propinsi Zambales di
Filipina

Aceh Peace Talks Make Headway

HELSINKI, Finland - Indonesia's government and separatist rebels made
headway Wednesday in talks aimed at ending nearly 30 years of fighting
in the oil and gas-rich province of Aceh with both sides agreeing to
outside involvement and the insurgents scrapping, at least publicly, a
desire for independence.

Former Finnish President Martti Ahtisaari, who oversaw the three days
of negotiations, said he was "very pleased," and he expected a third
round of talks on April 12-17 in Helsinki. He also set a four-month
deadline for a pact.

The two sides � who were meeting for a second time after the Dec. 26
tsunami devastated the province of 4.1 million people and gave new
impetus to the desire for peace � discussed security issues and the
possibility of a form of "self-government."

The talks were given new life Tuesday when the Free Aceh Movement
dropped its demands for full independence.

The rebel concession was a key step forward, but it doesn't mean an
immediate end to the fighting that has plagued the province since 1976
and left tens of thousands of people dead in army offensives aimed at
crushing the insurrection.

"We have started a serious process, and that is a breakthrough. We are
addressing the issues that need to be addressed and are exchanging
views," Ahtisaari said, but he cautioned that "there's an enormous
amount of work that must be done."

Ahtisaari said both parties recognized the need for outside forces to
monitor adherence to any agreement but ruled out the use of United
Nations (news - web sites) peacekeepers.

"There's going to be no U.N. participation in this," Ahtisaari said.

"There's no desire on the government side to internationalize the
issue. But there is a possibility, nevertheless, to turn to regional
organizations," he added, pointing to the Association of Southeast
Asian Nations and the European Union (news - web sites).

Ahtisaari said it was "extremely important to put some sort of
deadline for this process," adding that he expects them to come up
with an agreement by July.

Bakhtiar Abdullah, spokesman for the Free Aceh Movement, confirmed the
group would return to Finland in April, and the Indonesian
communications minister, Sofyan Djalil, told The Associated Press that
"most likely the meeting will take place."

The two sides met in Finland on Jan. 27-29 for the first time since a
previous peace process collapsed in May 2003 to discuss international
aid and reconstruction in Aceh, which was hit hard by the tsunami.

Malik Mahmud, a member of the rebel delegation, said after the talks
that they had not given up "the struggle for independence," but
conceded it was no longer an issue in the talks.

"We are discussing other options, looking for possibilities at
self-government and considering the various possibilities," Mahmud
said, declining to elaborate.

The head of the government delegation, Widodo adi Sutjipto, said
progress had been made.

"During the last two days, we have not heard mention of demands for
independence in the negotiations. That's the reality," he said.

Ahtisaari said no regional vote would be held on any peace pact agreed
by the two sides. The rebels had insisted on a U.N.-supervised
plebiscite on self-determination in the region, but Jakarta feared a
repetition of the 1999 independence referendum in its former territory
of East Timor (news - web sites), where 80 percent of the population
opted for independence despite a brutal military campaign to
intimidate voters to choose autonomy within Indonesia.
