The agreement between GAM (the Free Acheh Movement) and RI
(The Republic of Indonesia) will not end the conflicts in Acheh because
The decisions made were not based on democratic processes.
We, the voice of International Achehnese for Democracy, who are concerned about
justice and ever lasting peace in Acheh, here declare that we absolutely do not
agree with the process in making decisions between GAM and the Indonesian
government that is scheduled to be signed on August 15 2005 in Helsinki. We
make this important decision after deep analysing of how the meeting process
and the decision have been reached between GAM (who claimed them selves as the
only representative of the people of Acheh) and RI on the other side.
Some of the facts and reasons below are clear supporting our decision:
The horrible Tsunami and earth quake in the last year already physically
destroyed Acheh in pieces and Achehnese mentality as well. The most urgent
action is to recover their life to a normal one, where in this situation it is
impossible for any party/organization trying to make political decisions based
on peoples aspiration. One thing that make sense, if GAM and RI sign a
temporary agreement to give and allow all Achehnese components to supply in
helping and constructing Acheh, also it would create a conducive condition to
voluntary workers to carry out their mission. This temporary agreement may
continue to solve the political problem of Acheh when normal life has return.
2. From the beginning up to decision was made, GAM has neither asked nor
consulted with the representatives of all elements of the people of Acheh
(intellectual and civil society) openly. In fact, Sweden-based Olof Palme
Foundation has invited and arranged the meetings both in Stockholm and Kuala
Lumpur but without fulfilling the democratic values. The reason is the
participants are all around GAMs circle. Meanwhile, the genuine independent
civil society is not included and out of the arena without any clear
explanation.
3. The GAM RI agreement will reflect the end of the demand of the
people of Acheh for independence or self-determination. In this case, we do
have no reason to believe a group can make such a big decision without fully
addressing the aspirations of the Achehnese through a transparent, open and
democratic process.
It is necessary to clarify that this statement is not a denial of the peaceful
and reconstruction process in Acheh. In fact, we want the eternal-lasting peace
and the reconstruction process be going on. We are concerned that, if the
conducts of meeting and making political decisions without democratic processes
will only result a fake peace in Acheh that had already happened before. Based
on that reason, we deeply concern about the need for a democratic principle,
justice and dignity. These are the basis to build Acheh in the future.

Perjanjian RI-GAM tidak akan mengakhiri konflik Acheh
karena bukan suatu keputusan yang lahir dengan proses yang demokratis
Kami sebagai koalisi yang tersebut di atas dengan ini menyatakan bahwa kami
tidak dapat menerima proses pengambilan keputusan yang melahirkan kesepakatan
antara GAM-RI yang akan ditanda tangani pada 15 August Mendatang. Kami
mengambil pendirian ini setelah mengamati proses perundingan dan pengambilan
keputusan dalam negosiasi antara pihak GAM--yang mengklaim dirinya sebagai
representative bangsa Acheh--dengan pihak Republik Indonesia.
Bahwa keputusan tersebut kami putuskan didukung oleh alasan dan fakta yang
tercantum di bawah ini:
Peristiwa bencana gempa bumi dan tsunami akhir tahun lalu telah
menghancurkan fisik dan mental majority rakyat Acheh. Tuntutan yang mendesak
bagi mereka adalah membangun kembali kehidupan pada tahap normal. Jadi dalam
keadaan seperti ini sangat tidak memungkinkan bagi pihak manapun untuk membuat
suatu keputusan politik yang berbasis pada aspirasi rakyat. Adalah suatu hal
yang logis sekiranya GAM-RI menandatangi perjanjian perdamaian yang bersifat
sementara untuk memberi kesempatan kepada semua pihak dalam menyalurkan bantuan
dan melakukan proses rekonstruksi di Acheh, sekaligus memberi rasa aman kepada
pekerja kemanusian yang menjalankan misinya di Acheh. Perjanjian sementara itu
dapat dilanjutkan untuk mencari penyelesaian politik setelah rakyat Acheh
kembali kepada kehidupan normalnya.
Pihak GAM sejak bermula perundingan sampai pada tahap pengambilan keputusan
tidak pernah berkonsultasi secara terbuka dengan perwakilan dari setiap
komponen rakyat Acheh ataupun perwakilan intelektual dan civil society. Bahwa
pertemuan antara GAM dengan civil society Acheh yang disponsori oleh Olof Palme
Foundation di Stockholm maupun pertemuan yang terjadi di Kuala Lumpur adalah
tidak memenuhi unsur-unsur demokrasi. Ini dikarenakan perwakilan civil society
yang hadir adalah pihak-pihak yang punya kaitan dengan GAM, sementara banyak
perwakilan civil society yang murni independent tidak dilibatkan, dan malah
dikesampingkan oleh GAM dengan alasan-alasan tertentu.
Perjanjian antara GAM-RI ini memberi kesan bahwa keinginan rakyat Acheh
untuk sebuah kemerdekaan atau self-determination telah berakhir. Dalam hal ini
kami tidak percaya bahwa sebuah kelompok dapat membuat keputusan menyangkut
kehendak rakyat Acheh tanpa melalui sebuah proses penyaluran aspirasi yang
transparan, terbuka dan demokratis.
Perlu kami tegaskan, bahwa pernyataan ini bukanlah sikap yang mengingkari
perdamaian dan proses rekonstruksi di Acheh. Justru karena kami menginginkan
perdamaian yang fundamental dan abadi dan proses rekonstuksi berjalan secara
sempurna, maka kami risau jika proses perundingan dan pengambilan keputusan
politik yang tidak melalui proses demokrasi hanya akan melahirkan perdamaian
yang semu di Acheh, seperti yang pernah terjadi sebelumnya dalam setiap
penyelesaian politik yang dipaksakan antara Acheh dan Indonesia. Atas dasar
ini, kami menekankan bahwa perlunya prinsip demokrasi, keadilan dan kemanusiaan
yang kami yakini bersama sebagai asas untuk membangun Acheh di masa depan.
