Dear Friend:

Since 2003, hundreds of thousands of civilians have been killed
and terrorized by government forces and militias in the Darfur
region of Sudan. Thousands continue to be killed as this
horrifying conflict rages on and countless others live day to
day in starvation, poverty, and fear as the Sudanese government
fails to take appropriate action against militias, known as
“Janjaweed,” operating within its borders. 

The Congress of the United States has recognized this conflict,
identifying the epidemic in the region as a full-scale
“genocide” with a resolution passed on July 22, 2004. On
September 9, 2004 the U.S. State Department reiterated this
view when then Secretary of State Colin Powell stated before
the Committee on Foreign Relations of the Senate that “genocide
has been committed in Darfur and that the Government of Sudan
and the [Janjaweed] bear responsibility.” 

The violence occurring daily in Darfur is an internationally
recognized atrocity of human rights and a clear genocide
against the people of Sudan. The United Nations, the United
States Congress, and the U.S. State Department have all
concluded as much, and it is beyond time for the United States
Government to take decisive action against both the Janjaweed
forces, as well as the elements of the Sudanese Government
which support their actions. 

I am a cosponsor of S. 495, or the Darfur Accountability Act of
2005, which would impose sanctions against perpetrators of
crimes against humanity in Darfur. Sanctions under this
legislation include imposition of a military no-fly zone in
Darfur, a coordinated effort between the U.S. and Sudanese
governments to track down and prosecute individuals in Sudan in
any way involved with genocide or other war crimes in Darfur, a
call for the Sudanese Government to take an active roll in
combating Janjaweed forces within its borders, and a policy of
sanctions against the Sudanese government, including sanctions
which will affect the petroleum sector, and individual members
of the Sudanese government whose actions support the crimes of
violent militias in Darfur.

There is no question that action must be taken in the Darfur
region to immediately halt the epidemic of violence perpetrated
by Janjaweed militias currently operating in Sudan. Tens of
thousands of people are dying and starving every month, and it
is time for the U.S. Government and the United Nations to take
action. As a member of the Senate Foreign Relations Committee,
I will be following this bi-partisan legislation in the
Congress and will work for its passage.
