*Japan plans to create 'comprehensive' financial market around 2009* TOKYO, Dec. 22 KYODO The Financial Services Agency said Friday it will begin studies next year on how to create a ''comprehensive'' financial market to handle trading of stocks, bonds, financial and commodity derivatives in or after 2009. The idea of creating such a market, by means such as a capital tie-up between a stock exchange and a commodity exchange, was included in the FSA's plan announced the same day for enhancing the international competitiveness of Japanese financial and capital markets.
